Oxley was born in Co. Durham, in the North East of England and completed her art training at Darlingto Art College. Having moved to Canada in 1974, Oxley paints both acrylics and watercolours. When describing her artistry, she says "I love the colours in nature and try to capture some of its energy in colorful - happy paintings." Oxley now lives and works in Guelph, Ontario Canada.
